TRANSFER / CHANGE OF OWNERSHIP

POLICY

  • Vehicle must be physically inspected by a Testing  Officer before change of ownership is effected
  • Transfers must only be effected;
  1. At the request of the owner
  2. By Owner’s authorization 
  3. By Court Order (if transferor is same as present owner on DVLA Records)

STANDARD REQUIREMENTS

  • Transfer letter from owner
  • Present vehicle for inspection
  • Vehicle documents (Forms A, Customs Documents)
  • Two (2) recent passport size pictures each  of present and new owner
  • Physical presence of present and new owner (i.e. where an officer is in doubt of the authenticity of their signatures).

PROCEDURE (Where present owner is available)

  • Study the letter with particular reference to name and signature(s)
  • Pick file and compare its content with present documents
  • If satisfied, cross-check information on documents with that of the vehicle e.g. Registration number, chassis number and engine number
  • Endorse transfer letter when satisfactory
  • Purchase and complete from ‘C’ and VRC
  • Present and new owner signs form ‘C’ 
  • Where an officer is in doubt of the authenticity of a signature, s(he) may request
  • For it to be signed before him or her
  • Payment of prescribed fee is made
  • Transfer is effected 
  • A new roadworthy certificate is issued

1.    WHERE PRESENT OWNER IS DECEASED OR CANNOT BE TRACED

ADDITIONAL REQUIREMENTS

  • A letter of Administration / probate is required
  • A seal letter of statutory declaration from High Court is required

2.    WHERE VEHICLE WAS NOT REGISTERED IN THE REGION

ADDITIONAL PROCEDURE

  • Verify the form A and C by making a call to the region of registration for clarification or request for copies of form A & C by fax
  • Inspect vehicle and endorse letter of transfer
  • Issue form C for applicant to fill
  • Effect transfer at office of request and send copies to office of registration

3.   JOINT OWNERSHIP

ADDITIONAL PROCEDURE

  • Both owners must append their signatures on letter of transfer and form ‘C’ with their pictures.

4.    WHERE FILE CANNOT BE TRACED

REQUIREMENTS

ADDITIONAL PROCEDURE

  • Refer to registration register
  • Conduct investigation on transfer documents available with owner
  • Effect transfer using procedure as above
  • open a temporary file
